 IT Value Hierarchy provides a framework to assess IT value/roi so a CIO can make better IT project portfolio prioritization decisions.

IT Value Hierarchy is "a framework for articulating IT Value using Maslow’s Hierarchy of Needs as a metaphor." The author claims that this framework can be used to facilitate business IT discussions on prioritization and funding of IT initiatives - the basic needs being the first priority with successively sophisticated "innovation applications" following them in priority.
