You have got to love "position" papers! They serve a useful purpose if one gets both - or multiple - sides of the issue.
Is it fair that one can buy a shirt on the net without paying sales tax? Depends on the point of view. As a customer, I would love it. If I am a "brick and mortar" store, I would consider it unfair.
